O país comunista Arstotzka terminou uma guerra de seis anos com o vizinho Kolechia e reclamou sua metade da cidade de fronteira Grestin. Seu trabalho como inspetor de imigração é controlar o fluxo de pessoas que entram na parte de Arstotzka da cidade.
