《木卫四协议》是一款剧情推动型第三人称生存恐怖游戏，故事时间背景设定为300年后。玩家将扮演雅各布·李，他受命运的捉弄被关进了黑铁监狱，这是一座位于木星卫星木卫四中安全等级最高的监狱。在同狱犯人变成极为可怕的怪异生物那一刻起，整个监狱便陷入了混乱。为了生存下去，雅各布必须不断战斗来保证自身安全，并逃离黑铁监狱，与此同时还要揭开木卫四中暗藏的黑暗可怕秘密。游戏独具一格，融合了射击与近距离作战，雅各布需要调整战术与迅速进化的生物作战，同时从废物中寻找有用物品来解锁新武器、装备和技能，以逃脱越来越可怕的威胁，并逃离这个恐怖的木星死亡卫星。
